SB 311: New changes to help more Californians qualify for MedicareGood news—more low-income Californians may now qualify for Medicare thanks to Senate Bill 311 (SB 311). This new change makes it easier for eligible individuals to get Medicare Part A coverage by allowing Medi-Cal to cover their premiums. For those who previously couldn’t afford Medicare Part A, this update removes a major barrier to getting the care they need. With this change, more clients may now qualify for Medicare Savings Programs that help reduce healthcare costs. In 2025, Blue Shield of California offers the Blue Shield TotalDual Plan (HMO D-SNP) in Los Angeles and San Diego counties.
